When you have posted your job, from the job management screen just above where your applicants will appear there will be a green button to "Click here to browse our candidate database" as you can see below:

Once you click this, you'll be presented with a list of candidates in the system that have matching criteria (location, skills, etc).

You can check out the candidates, and see their contact details for you to reach out to them from the list.

If they have a resume available, this will be listed beside their record.
